The declaration of your Switching event handler must have the same parameters as the SwitchingEventHandler delegate declaration.

The SwitchingEventHandler delegate represents the method that will handle the Switching event.
A SwitchingEventHandler delegate is created by an application to identify the method that will handle the Switching event. To associate the event with your event handler, add an instance of the delegate to the event. The event handler is called whenever the event occurs, unless you remove the delegate. This event occurs as tabs are about to be switched. Using this event handler, an application can prevent tab switching (see SwitchingEventArgs.Allow) or switch to another tab instead (SwitchingEventArgs.NextTab).
